They have set amount of usages which you buy on card. It shuts off once you use it. I think they come in 30 dollar increments.

I really hope someone crack vita so I can play my srwmx on it, I don't feel like having to leave my house with both the psp and vita in case I want to play something different and as much as I know the vita IS capable of playing psp games

It's been cracked already for the pre-lims. Someone did some hello world stuff as proof of concept. I doubt it'll take much time to fully crack 'er open like the PSP.

I dont know how it go in your country, but 3G (and HSDPA) is kind of "trend" for internet connection in my country (and Japan i presume? Seeing how the 3G Vita sold). It's basically a high-speed internet connection using Mobile packets... And by that, it feels like having a WiFi/Wireless-like connection everywhere you are, as long as you get your provider's signal. It's pretty much an ultimate combination with "handheld console", dont you think?
Several private provider even goes for unlimited, competitive, high-speed data subscription plan for 3G packet. Some even cheaper than actually having a wired PC connection... Thus the 2:1 3G vs WiFi sale (and perhaps even i'll get the 3G one if it supports providers over here).

Also, with 3g stuff, do you pay each minute it's used? Or do you buy cards, or something? (Know where to buy it and stuff?)

Depending on your data plan, you may buy unlimited-plan "voucher" for your card, then use it whenever you want (Online 24 hours a day, every day a week, every week? No problem. Usually 1 month expiration). Or you can also buy cheaper, faster quota-based voucher (usually bought by parents so they can control their children's usage regarding this).
Over here, you can get the voucher on every voucher counter you meet, or buy it online, or even some supermarket counter has service to recharge your card. Pretty much like normal mobile phone credits right?

Was deciding on holding off buying this kinda glad I am. Its nice to see them cracking down on the hacking now.
