Does anyone know exactly where!? If you can..... I WILL LOVE U! (JK) But I will be very apperatiated. Thanks~ Crissie
OH! Also, I'm thinking of being Flandre for a anime fest and I do want to make the wings but everything I seen, it seemed really difficult. Any suggestions? Thanks <3~ Crissie

Also keep in mind that there are, like, 16 of these games. Sounds like you're looking for Touhou 6, though, so here's a direct link anyway! Just go right over here for the rest.

I'm fairy certain they're all patched, but if they aren't it's not too hard to find an English patch. Any questions/comments/animal sacrifices?

It is now a retroactively intentional pun. LET IT BE KNOWN!

I'd suggest doing a Google search for "Flandre wings." I tried just now and found some good results of people who made their own wings, including one that explains the process they used. Depending on your resources and abilities, you might want to try some of the various ideas out there.

There's pretty much no way that Flandre's wings can be anything but difficult, though. They're 16 different-coloured glowing crystals; there's really no easy way to replicate that. Papier mâché might be an idea for an easy way to do it, but even that would take a long time, and the result would most likely be very imperfect and fragile. The page I linked above seems to have a pretty good solution (and a quite detailed one, at that), so it has my recommendation.
