Explorer.exe is not the OS. Other applications run fine without explorer... until you realize that you now have no access to anything besides what you already have open, until you forcibly start the process again. Turning off explorer should have negligible impact on application performance, so I highly advise against turning it off since it is nothing but a placebo for all practical purposes.
