That said, if the game is fun I'll play it, then for all I care the thing doing the shooting is a trumpet rapid firing notes.

Bullet hells don't need hat and hair accessories to be difficult, CAVE is an example of it

Loli means under 18, but I don't think that the Touhou Wiki recall about their ages, that's just Fanon stuff.
Shmup heroes don't necesary have to accomplish any of the conditions that Pemblem mentions on his poll

I'd say--and take this with a grain of salt as I'm terrible at these things--it's a mix between Ikari Warriors and Contra (NES versions, at least), but I'd say Gun.Smoke as well. I really like it, but it, along with Galaga, are my first shooter games, so I'm biased.
On an unrelated note, all this talk about shooters makes me wanna hook up my NES and replay them again.

Anyway, the player being a vehicle or a loli makes very little difference to me. A shooter is fun or not to me by it's barrages, mechanics, difficulty, and music.
That being said, loli shooters TEND to be more fun to me (though not always) because I prefer danmaku patterns over manic style ones. What I mean is I prefer slower, dense, and mesmerizing over less dense but fast (and proportionately as difficult).
I also find vehicle shooters tend to be "cheap" by trying to kill you with the camera. For example, maybe a boss has a pattern which makes you want to stay in a certain area that you have no way of knowing (without experience) will become a deathtrap due to the boss deciding to slowly merge to that side of the screen. I find loli shooters tend not to do this unless the boss' movement is an obvious attack in of itself, rather than some unfortunate coincidence.
Space shooters do tend to have more fun powerup/weapon systems though.
Stella vanity is a loli shooter I'm really looking forward to playing though because it has pretty danmaku, fun weaponry, and very different playstyles between characters
