Much of the debate is on the taxing of "capital gains" or investment gains. Capital gains are the money you earn from investments. Think "stocks", interest earned some high-interest savings account or other types of financial investments. Currently if you make money from capital gains, the tax rate is only 15%. Since wealthy people tend to invest more, the assumption is that wealthy people should not be so lucky to have such a lot tax rate. So if taxing is used to change household behaviors, how might charging a higher capital gains tax adversely affect the economy?

You should be able to answer this. Do my homework.
