The club owners are Zephiel and SDM, but you should PM Shadow Ryusaki for SW's password.
Zephiel doesn't give a character template. SW's is optional, and you can add/remove sections as you please.

Shifting Worlds is a little looser on how new you are to RPing, your style, etc. We don't sort people into groups, have you make new characters to gauge how good you are, or anything like that. But I suppose if you just wanna RP with people on your level(?), then that'd be good for you.
