For example, say I was drawing the headband. The top curve is me slowly drawing it, but it only took me one try. However, the bottom curve, clearly the better looking one was made with one, quick stroke. However, it took me about ten times to actually get it right. :c So it'll take practice.

What art program do you use?

If you have PaintTool SAI, the vector Curve tool is very useful. If not, like what Capensis said, try going for fast strokes + undo until you get the curve you want.

This is for the Cosmic Break (EN) Art Contest.
I decided to draw Ouka Kamuro and her adoptive mother, because I wanted to tell that love your parents especially your mother who take care since you were born.

It's Quote and Curly from Cave Story. I decided to draw this after getting the normal end for quite some times.
I can't beat the secret stage (well, like the game say "Welcome to Hell").

This is an interesting observation you've made. In correlation to your coloring (your understanding of light-shade), the blocky lines get in the way of the effect of the coloring. To that end, I would suggest you continue improving on your lines (because in regards to coloring, I can't say much because I'm noobish, hur hurrrr).
In particular, I would say focus on "variety" in your lines. In official comics/manga or in more professional line-art, observe in how hair is done. Notice how in the areas that have shade (or will have shade once colored), the lines are much more thick and blocky, whereas the areas that are light (or will be colored as highlight), the lines are thin. Not only thin, either, it moves from thick to thin. Refer back to Capensis' post as to the kind of lines I'm talking about. There is more to the line than just the curve, but notice how at the end, it thins out. This is a very important technique.
And when it comes to experimenting line weights and variety, I second Rex's suggestion of trying out SAI (just tried it out myself, recently, as you've commented on my dA

Also, I don't have SAI, only photoshop and OpenCanvas (which I use very often and I gotta feeling that I haven't explore it enough).

As such, it seems like she's beding baaaaaack like dodging bullets in Matrix. Remember the position one's head stands in relation to the feet.
Otherwise, I must say that you've improved greatly
